Complications of Growth

State and Local governments maintain a tenuous relationship.  Often times, relations are further complicated by urban growth of metropolitan areas.  Discuss what is meant by the terms “urban sprawl” and “Smart Growth”.  How do these complicate or ease relations between state and local governments?  Then discuss the concept of regional governance.  What is regional governance and do you believe it helps in the governance of communities or does it further complicate bureaucracies?
